Spring 1997

The working group met on April 21, 1997, with 39 members and guests in attendance.

PAR’s have been processed and are at IEEE Standards Board to (1) withdraw P-1343, (2) request that IEEE 400 be accepted as the omnibus standard for field testing of cable systems, and (3) that IEEE 400 be designated as IEEE 400.1 for dc field testing. The Standards Board will meet on June 26, 1997, to consider these proposals.

Recent correspondence and discussions within the Writing Group have led to the conclusion that some additional changes should be made in the omnibus standard prior to balloting by the committee. These changes are to be sent to the Chair by May 15, 1997, so that a new draft can be sent to Mr. Srinivas and then to Mr. Polhill by June 1, 1997. Copies of the new draft will be sent to those that request them at the same time as they are sent to Mr. Polhill.

Several major concerns were discussed:

  1. The present voltage range is 5 to 500 kV. Since the methods and considerations for transmission cables may be significantly different from those for distribution cables, should the omnibus document scope be limited? The conclusion was to leave the omnibus as 5 to 500 kV and let the individual point documents handle those concerns or an individual basis.
  2. Several methods nay be combined in one test procedure. These will be included in all sections that apply for this draft of the Guide.
  3. References and Bibliography. The listings in the present draft have not been thoroughly reviewed. For the next draft (D 11), there will be a note that the listing may not be complete and request that additions be included with the ballot. This will allow more time to consider which references should be in the omnibus and which should be in the point documents.

Fall 1997

The working group met on November 3, 1997, with 59 members and guests in attendance.

PARs have been approved by IEEE Standards Board to make the omnibus Guide IEEE 400. The present IEEE 400 becomes 400.1 (High Voltage dc Testing in the Field), and P-1343 is now withdrawn. A request for ballot has been submitted to IEEE Standards for the new 400 and action is anticipated by the end of 1997.
