The Fall, 1996 Business Meeting was called to order by the Chairman, Dr. Mashikian, at 2:00 p.m on November 6, 1996. He welcomed all members and guests. He then asked for the first-time attendees to stand. He also asked for the overseas attendees to stand. He then called for approval of the Spring, 1996 meeting minutes. Mr. Hiivala moved that the minutes be approved and the motion was seconded by Mr. Balaska. The minutes were approved with no changes.
Mr. Hartlein announced the meeting attendance as follows:

These numbers are slightly low for a fall meeting.
Dr. Mashikian mentioned there were two participants in the New Product Exhibit for this meeting. They were:
Several others were planing to have a display but the fact that Don CeSar was unable to provide a secure room for the displays led several exhibitors to delay their participation until a future meeting. A new product display room will be made available at the Spring 1997 meeting in Scottsdale, AZ.
Dr. Mashikian recognized the loyal assistance of personnel from Florida Power Corporation who have handled registration at the St. Pete meetings for many years. These individuals are:
Mr. Gene Baker of FPC is a longtime member of the ICC and has worked to assure that FPC personnel could assist with ICC meeting preparations. His efforts are also greatly appreciated.
This is the last time that FPC personnel will be able to assist with registration activities because their office is moving to Orlando, FL. Therefore, the ICC is looking for companies with personnel in the Tampa - St. Pete area who would be willing to assist with registration activities. Those interested should contact the ICC Chairman or Vice Chairman.
Mr. Voltz announced that transactions papers no longer require a formal presentation. Abstracts of papers will be published in the PES Review. Individuals wishing to discuss a paper can obtain a copy of the paper and then provide a written discussion which will then be published along with the author's comments. The winter and summer IEEE meetings will now contain poster sessions, panel sessions and symposiums in the place of transactions papers.
Formal presentations for transactions papers can be made at Committee meetings such as ICC. The authors must request a presentation by submitting a technical submission sheet. A copy of this sheet is included in Forms Section of these minutes. The ICC will work to accommodate these presentations as they are requested.
Dr. Mashikian announced that an ad hoc committee has been formed to look at the possibility of reformatting ICC meetings. This committee was initiated based on comments obtained from a survey conducted by ICC last year. (The results of this survey are contained in the Spring 1996 meeting minutes.) The committee consists of the following ICC members:
This group will examine all ICC meeting activities to see if improvements can be made. Anyone who would like to suggest changes to the ICC meeting format is encouraged to contact one of the individuals listed above.
Dr. Mashikian reminded everyone that the ICC is primarily a technical forum, not a commercial forum. In view of an event that occurred at one of the working group meetings, Dr. Mashikian encouraged everyone to review the IEEE and ICC rules related to commercialism. All Subcommittee and Working Group Chairmen will be asked to enforce these rules at future ICC meetings.
Mr. Hiivala described some of the activities planned for the 50th Anniversary of ICC, which will be celebrated at the Fall 1997 meeting at the Don CeSar in St. Petersburg, FL.
Dr. Mashikian announced the dates and locations for future ICC meetings.
Dr. Mashikian announced that Mr. Voltz is having to resign as Vice Chairman of the ICC. His activities at Dow Chemical are changing, requiring him to spend less time on technical committee activities. Dr. Mashikian thanked Mr. Voltz for his efforts as ICC Secretary and Vice Chairman and wished him well in his new role at Dow.
To address this change and to recognize the fact that it is becoming more and more difficult for people to make long term commitments to participate in technical committee organizations, Dr. Mashikian announced a planned change to the ICC executive office positions. Currently there are three offices:
An individual serves for two years in each position, for a commitment of six years.
To reduce the total commitment time, the ICC officers have proposed reducing the number of executive positions from three to two. These positions are:
An individual would serve for two years in each position for a commitment of four years. A Vice Chairman designate would also be created. The Vice Chairman designate serves in this position for one year, observing the activities of the Chairman and Vice Chairman. He would have no other official duties. This change should make it easier for members of the ICC to serve as an officer. To cover some of the time consuming activities formerly performed by the secretary, the ICC officers will hire individuals to assist with meeting registration and the preparation of meeting minutes. This change is subject to approval by the IEEE PES Technical Council. The ICC membership will also be asked for their approval if the change is approved by the Technical Council.
