The Chairman of the On to 100 Committtee, Mr. Hartlein called the meeting to order. The first order of business was to review the agenda for the meeting, No additional items were suggested so the group then discussed each agenda item.
The group briefly reviewed the scope and mission of the ICC as outlined in the ICC minutes. The purpose was to discuss any needs to change these statements. After a brief discussion, the group unanimously agreed that the mission and scope are both accurate and timely.
The group generally agreed that the ICC needs to reduce the number of individual meetings which take place in order to reduce overlap and increase meeting effectiveness. The best method of accomplishing this goal is to consolidate the number of Subcommittees and Working Groups. The exact number and categories are discussed in more detail later in the minutes.
The Chairman reviewed the five broad ICC subject categories which may eventually become the new ICC subcommittees. These categories were described in a letter to the working group dated June 5, 1997. In that letter, the working group members were asked to place all of the existing working groups into one of the fine new categories.
The group then refined the definition of each category and placed all working groups into one of these categories. The result is shown in Attachment 1.
The group generally discussed different ways to reformat the ICC meetings to take advantages of the new Subject Categories and to minimize overlap. The group generally agreed that ICC meetings should run from Sunday to Wednesday with an AdCom Meeting on Sunday and with an Educational/Didactic meeting on Wednesday afternoon. One possible format resulted from the discussion which is included in Attachment 2.
Although attendance at ICC meetings has remained fairly consistent over the last five years, the group discussed the fact that changes in the electric utility industry will likely lead to a different attendance base for the ICC. For that reason, it will be necessary to promote the ICC to potential members and their companies in order to keep attendance at appropriate levels and to keep ICC as worthwhile, viable technical organization.
Possible methods of promoting the ICC include:
- Advertisements in Technical Journals
- Advertise the ICC at other IEEE Technical Meetings
- Advertise the ICC at Regional Technical Meetings
- Work with Local IEEE groups in Cities Where ICC Meetings are Held
- Develop a Promotional Video for Potential New Members and Their Company Management
This subject will be discussed in more detail once the primary objectives of the On to 100 Committee are accomplished. It may be necessary to establish an Ad Hoc Promotional Committee to investigate the best ways of promoting the ICC.
The group agreed that the activities on the On to 100 Committee are strategically important and that the group should not be disbanded prematurely. There was also some discussion that once the primary objectives are acomplished, the committee may still need to meet from time to time to discuss changes which may be needed for the future.

PROPOSED Format for Future ICC Meetings
To understand the proposed format for future ICC meetings, the following definitions are needed:
The purpose of this group category is to develop documents such as:
- standards
- guides
- practices
- white papers
The purpose of this group category is to provide a forum for discussions on narrowly focused topics such as extruded insulation evaluation techniques. These groups are intended to be interactive. They may begin as an ad hoc group and could evolve into a document group. They Primarily Meet During Presentation Group (Subcommittee) Meetings
This purpose of this group is twofold. First, it provides a forum for information exchange on broadly focused topics such as cable systems. It is the primary location for paper presentations, panel discussions and special technical presentations. The main flow of information is one way, although comments on the presentation material will always be encouraged. Presentations normally made in Discussion Groups or Subcommittees are now made in this meeting
The second purpose of this group is to serve as an administrative focal point for Discussion Groups and Document Groups.
A possible format for future ICC meetings is outlined below. The Presentation (Subcommittee) Groups are given arbitrary descriptions as Presentation Group A, B, C and D.
Note-. Presentation (Subcommittee) meetings are intended to contain 90% of all presentations made at ICC.
Most Discussion Groups will also hold their meeting during a presentation meeting.
