
SC-2 - Fall 1997 Minutes
The Fall 1997 SC-2 list of Active Projects, Projects Due
for 5-Year Review, Withdrawn Projects and the Coordination Contact List.
Gary
, Chair (Commonwealth Edison Co.), reported that the Standards and
Publications Subcommittee met jointly with the Administration Committee on Sunday,
November 2, 1997, with the same members and guests present.
Balloting:
- IEEE 404-1993, "Standard for Cable Joints for Use with
Extruded Dielectric Cable Rated 5,000 - 138,000 V and Cable Joints for Use with
Laminated Dielectric Cable Rated 2,500 - 500,000 V," was balloted for
reaffirmation by the ICC Balloting Group. The document received an 86% return rate, a 90%
approval rate, and 6 negatives. The negatives were forwarded to Working Group 10-27 for
resolution.
- P1406, "Guide to the Use of Gas-in-Fluid Analysis for Electric
Power Cable Systems," was balloted by the ICC Balloting Group. The document
received an 85% return rate, and a 100% approval rate. Working Group 5-28 is currently
completing the required coordination process, and plans to submit P1406 to the Standards
Board for approval at the March 1998 Standards Board meeting.
- P1407, "Trial Use Guide for Accelerated Aging Tests for
Medium-Voltage Extruded Electric Power Cables Using Water-Filled Tanks," was
balloted by the ICC Balloting Group. The document received a 78% return rate, and a 100%
approval rate. Working Group 12-35 is currently working to complete the required
coordination verification.
Standards Activities Since Last Meeting:
- The target completion date for P1186 "Recommended Practice
for the Evaluation of Installed Cable Systems for Class 1E Circuits in Nuclear Power
Generating Stations" was extended to September 30, 1999, at the June 1997 Standards
Board meeting.
- PARs for P400 - "Guide for Field Testing and Evaluation of the
Insulation of Shielded Power Cable Systems" and P400.1 - "Guide for Making
High-Direct-Voltage Tests on Shielded Power Cable Systems in the Field" were approved
at the June 1997 Standards Board meeting.
- A request to extend the target completion date to October 31, 1999, for P1234
- "Guide for Fault Locating on Shielded Power Cables," was submitted for
approval at the December 1997 Standards Board meeting.
- A PAR for P1508 "Standard for Solder-Sweated Split Tinned
Copper Connectors," was submitted for approval at the December 1997 Standards Board
meeting.
- A PAR for P1511 "Guide for Investigating and Analyzing
Power Cable, Joint, and Termination Failures on Systems Rated 5kV Through 46kV," was
submitted for approval at the December 1997 Standards Board meeting.
Coordination:
Coordination requests from other standards developing bodies within PES have been
received on 12 documents. Of these, ICC has requested the following action:
Coordination by Common Membership:
PC37.71 - "Standard for Three Phase Manually
Operated Subsurface and Vault Load Interrupting Switches for Alternating Current
Systems"
Assigned Liaison: Glen Luzzi
Coordination by Circulation of Drafts:
PC57.106 - "Acceptance and Maintenance of Insulating Oil in
Equipment"
Assigned Liaison: Gary Polhill
Expired PARs:
PARs for the following projects expired on October 31, 1997: P83, P851, P971,
P1235 and P1254. These projects will be administratively withdrawn at the
December 1997 Standards Board meeting.
Changes to the Ballot Process:
The following changes to the open ballot process were approved by the Technical Council
at the PES Summer 1997 meeting in Berlin, Germany:
Invitation to Ballot
The revised form contains language that requests the prospective balloter to
certify that he/she understands the subject matter and is technically competent to ballot
on the standard. Additionally, the balloter should also recognize that failure to return a
completed letter ballot will result in their name being removed from the invitation to
ballot list.
Letter Ballot
A statement has been added to the form to re-emphasize that failure to return a
completed ballot will cause their name to be removed from the invitation to ballot list
for future ballots.
The failure to return one ballot for which a request had been submitted will cause the
individual to be ineligible to receive future ballots, and will be advised that he/she has
been removed from the invitation to ballot list. In order to be considered for
reinstatement, the individual must submit a written request to the PES Standards
Coordinator, who maintains full discretion and authority towards participation in future
activities.
