Dr. Mark Lowell read a letter dated 27 January 1997 from Dr. Lowell to Mr. Thomas Schubert, the Secretary of the Marine Transportation Committee (MTC) of the Industrial Application Society (IAS). This letter and the supporting documentation were prepared by an ad hoc working group assembled in Pittsburgh last December to prepare coordination comments on the latest draft of IEEE-45. This letter is given in Appendix 9-A along with the listing of comments provided. The comments in their entirety are not included in the minutes, but are available from Dr. Lowell upon request.
No response from the MTC had been provided to Subcommittee 9 by the spring meeting.
Dr. Mark Lowell reported that MTC has responded the coordination comments provided by working group 9-1 on the proposed draft IEEE 45 (1993). Anyone interested in obtaining copies of that response were invited to contact Dr. Lowell for copies. Dr. Lowell then stated the MTC is not obligated to incorporate any of the coordination comments and apparently has not done so.
The discussion was opened to the floor. The following people provided comments.
IEEE Std. 45 June 1997 draft is being balloted November 7, 1997. This is the third draft since the attempted update of the 1983 standard. There are still outstanding issues that have not been resolved.
UL-1309, The Canadian & U.S. Bi-National standard for shipboard cable, is still not being recognized by either the U.S. & Canadian Coast Guards.
Mr. Bruce McClung:
In early 1996 conflicts and complaints were lodged against Sections 18, 19, and 20 of IEEE 45 by participant, by coordination groups, by observers, and by parties that claim they will be affected by its outcome.
On October 4, 1996 the MTC (Marine Transportation Committee) was notified by the IAS (Industrial Applications Society)Standards Department to reply to concerns expressed by complaints.
A meeting of IEEE 45 Subcommittee 3 held November 18, 1996 failed to address/answer the complaints.
A meeting of IEEE 45 Subcommittee 3 held April 2, 1997 was not effective in resolving the conflicts and complaints. Note Sections 18, 19, and 20 were renumbered to Sections 8, 9, and 10.
The MTC released IEEE 45 for ballot June 10, 1997. The IAS standard department recalled the IEEE 45 ballot on July 1, 1997.
IEEE 45 Subcommittee 3 was instructed to re-ballot Sections 8, 9, and 10. That re-ballot is due November 7, 1997.
MTC has a meeting scheduled November 18, 1997 to address IEEE 45. If negative votes on IEEE 45 Sections 8, 9, and 10 must be resolved. Subcommittee 3 plans to meet November 17, 1997
