Minutes:
This meeting was combined with C1D since members attending this real-time rating discussion group C24D were also interested in attending the Ampacity Topics discussion group meeting.
The meeting went as follows:
1. Introduction and information about PAR development – Chris Grodzinski.
2. Presentation by Kuljit Singh of Sensornet UK about their DTS systems and capabilities, see Appendix C- 13.
3. Presentation by Tony Ernst of USI on Real Time Ratings Software, see Appendix C-14.
4. Several items proposed by Sudhakar Cherukupalli of BC Hydro at the previous meeting were displayed for the attendees. There were no strong objections to incorporate most of the proposed items into the present guide.
5. There appeared to be general agreement that this Guide will NOT dictate to a DTS supplier how they should do their tests to demonstrate the adequacy of the stated resolution and accuracy of their DTS system.
ACTION:
1. Prepare a write-up on real-time ratings, some definitions, and some guidance as to how and where they may be applied in the context of power cables. (Sudhakar Cherukupalli and Rusty Bascom).
2. Prepare a typical Technical Specification for a utility engineer to use when they need to purchase a DTS system. (Chris Grodzinski and Sudhakar Cherukupalli).
3. Prepare a write-up for a test procedure that will describe how one should undertake “final system commissioning tests” once a DTS unit/multiplexer/cable system is installed on-site. (Chris Grodzinski).
4. Prepare a write-up for a Section that addresses the following: “What are the issues that are important to consider while specifying, purchasing and installing fiber optic cables for temperature measurements” (Chris Grodzinski).
5. Restore the write-up on thermocouples, thermistors into the document. (Mohamed Chaaban).
6. Include a section that describes what other equipment, parameters will be needed for real-time ratings. (Tony Ernst).

Minutes: The IEEE policy in regards to copyrights and patents was discussed with the attendees.
The meeting was opened by the group chairman Mohamed Chaaban. He informed participants about the formal procedure and timeline. The group obtained PAR1718 that will be expired in 2010. Until then all parts of the Guide have to be reviewed and agreed upon.
Since the group status has been changed from a discussion group to a working group, the participants were informed about the requirements regarding copyrights.
CIGRE agreed in writing to allow IEEE to use a part of their similar document that had been written by the group chairman. A relevant document was presented.
Dennis Johnson and Al Kong proposed their participation in the active group.
A presentation was shown regarding notes proposed by John Downes about possible DTS factory testing procedures or testing result publication. There was no consensus on including this in the guide. The group vice-chairman proposed that the interested members express their opinions in writing before the next meeting. .
Mohamed Chaaban presented Chapter 3 of the guide – after a brief discussion Sudhakar Cherukupalli proposed to add a paragraph about installation of fiber inside the cable conductor.
SenorTran President Ken Kalar presented their view and achievement on DTS including new solution for calculations and interfaces for temperature monitoring. The presentation, Distributed Monitoring Solutions, is located in Appendix C-16
