Rachel Mosier received a Bachelor of Science degree in Engineering from the University of Connecticut in 1992, and a Master of Science degree in Power Systems Management from Worcester Polytechnic Institute in 2010.
After working as an engineer in the defense industry, she joined Northeast Utilities Service Company in Connecticut. At Northeast Utilities, she spent time in both the Distribution Construction and Material Standards and Transmission Engineering departments. She was responsible for leading the cable system design of the 115-kV XLPE and 345-kV XLPE and HPFF transmission cable projects in Southwest Connecticut, including the first 345-kV extruded cable project with splices in the Western Hemisphere.
Ms. Mosier joined Power Delivery Consultants, Inc. in 2006, where she continues to specialize in underground cable system design, specifications, installation, and operation and maintenance.
She is a Senior Member of the IEEE, its Power & Energy Society and Standards Association, a past member of CIGRE working group B1-10, and author of several technical articles. She served as the vice chair of ICC Subcommittee C - Cable Systems from 2003 to 2006. She is a past chair of ICC discussion group "Characteristics of EPR Cables". She served as Chair of the ICC from May 2008 through the end of 2011. While at Northeast Utilities, Ms. Mosier was a utility advisor on several EPRI projects and a member of the AEIC Cable Engineering Committee.
Ms. Mosier is a registered Professional Engineer in the states of Connecticut, Texas, and Florida.
